GL also misunderstands the "global test".
1. Kerry stated the U.S. always has and always will retain the right to pre-emptive military action.
2. Kerry stated he would never cede U.S. sovereignty to the U.N. or another nation. See first paragraph.
3. Kerry used the PAST TENSE when describing the "global test", meaning the U.S. could take pre-emptive action, but then must be able to fully explain and justify the actions to U.S. citizens and the world community.

That's why we went in and did the job. The first Persian Gulf war can be used as yet another example of how when other countries want or need something we are their best buddies. Yet, when we want something, where is everyone at?
